為學生創造空間和照顧學生多樣性,教育局於2021/22學年開展了中學高中四個核心科目的優化措施,亦於應屆香港中學文憑試(HKDSE 2024)落實其考評機制。
近日坊間有言論指,世界各地有多所大學不再認受香港中學文憑考試作為香港學生報讀的資歷,引起了公眾,特別是學生和家長的疑慮。作為支援全港中學升學輔導及生涯規劃老師的專業教師團體,香港輔導教師協會現就有關情況作以下回應:
- 根據前線升學輔導老師之經驗,學生報考各地海外大學或大專機構時,包括全球知名的高等教育學府,均必須提交學校老師提供的「文憑試估算成績水平」(predicted HKDSE levels)。此估算亦是大學/大專機構評估申請人的重要參考資料之一。以英國大學為例,它們多以估算成績開出「有條件取錄」予申請人,只要當七月文憑試放榜時,學生的文憑試實際成績合乎條件(包括指定學科的水平),便能夠確認其學位,負笈海外。至今未有個案在申請外地大學時,文憑試成績不被接納為認可資歷。據升學輔導人員及申請人的實際經驗,海外院校對文憑試水平有充份掌握及理解,從未有「認受」的問題。
- 各海外院校及收生系統或會就個別學系需要另外要求申請人提供其他學歷證明,或須參與額外考核。海外大學對於外來的考生一般也需要提供英語能力的考試成績(例如IELTS、TOFEL)。然而,文憑試成績和學校替學生提供的「文憑試估算成績水平」均一直被考慮,未見得被排除在申請文件之外。
- 以本會理解,香港考試及評核局因應文憑試的改變,一如既往,會向海外院校發出問卷,收集院校基本入學條件的更新,並將各院校資料以統一格式,於「香港中學文憑資歷認可」之專頁持續更新、修訂。現時列出逾300間非本地高等院校於考評局網站及/或院校對持文憑試資歷考生的一般入學要求資訊的官方網站連結。本會認為,個別院校未及時向考評局更新資料,與所謂的「院校公開不承認文憑試的資歷」並無關係,後者甚至有誤導之嫌,引來不必要的疑慮。公眾不應為此作過多解讀;由於各地院校的收生要求不盡相同,學生和家長應直接向擬報名的院校查詢有關詳情。不過本會亦期望教育局及考評局更積極向海外院校跟進、更新資料,並與公眾多溝通,避免不必要的誤會。
新高中課程為香港主流學制,近年,即使全港中學生人數有所下降,香港中學文憑考試依然有五萬多名考生報考。其成績為大多數本地莘莘學子邁向下一個人生階段(本地升學、海外升學、就業)的重要資歷。任何關於其認受性的偏頗評論及不實報道皆會對身處於這學制的學生和其家長迎來衝擊,引起公眾恐慌。
對年青人而言,中學畢業後繼續升學或進入職場,都是展開人生新階段的重要里程。升學輔導人員及生涯規劃老師,均竭盡所能支援學生,為他們提供多元準確的升學和就業資訊。
海外升學,只是下個人生階段的其中一個可能性,沒有好壞之分。選擇這個升學方向時,學生及家長需要考慮不同的因素,除了考慮個人能否符合相關院校的報讀條件外,還需了解個人的個性(如獨立性、自理能力)、語文(外語)能力、家庭經濟條件等,同時亦要考慮完成學位後,其資歷(學歷和專業資格)的認受性。希望同學考慮是否負笈海外之時,能作認真透徹的思考。

Response to Local Students' Enrollment in Overseas Institutions Based on DSE Results

In order to create space for students and accommodate their diversity, the Education Bureau implemented optimization measures for the four core subjects of senior secondary education in the 2021/22 academic year while its assessment mechanism for the Hong Kong Diploma of Secondary Education (HKDSE 2024) is implemented by the Hong Kong Examinations and Assessment Authority.
Recently, there is hearsay suggesting that many universities around the world no longer recognize the HKDSE as a qualification for Hong Kong students' enrollment, which has raised concerns among the public, especially students and parents. As a professional teachers' organization that supports career guidance and planning for local secondary school students, Hong Kong Association of Careers Masters and Guidance Masters (HKACMGM) would like to make the following response to this situation:
- Based on the experience of frontline career guidance teachers, when students apply to overseas universities or institutions, including globally renowned higher education institutions, they are required to submit "predicted HKDSE levels" provided by their school teachers. This prediction is also an important reference for universities/colleges to assess applicants. For example, universities in the UK often offer "conditional offers" based on predicted grades. As long as the students' actual HKDSE results meet the conditions (including the required levels in specific subjects) when the results are released in July, they can confirm their admission and study abroad. To date, there have been no cases where HKDSE results were not accepted as a recognized qualification when applying to foreign universities. Based on the actual experience of career guidance personnel and applicants, overseas institutions have a good understanding of HKDSE standards, and there have been no issues of "non-recognition."
- Individual overseas institutions and admission systems may require additional academic qualifications or additional assessments for applicants in specific disciplines. Overseas universities generally require additional reference for English proficiency (such as IELTS or TOEFL scores) from foreign candidates. However, HKDSE results and the "predicted HKDSE levels" provided by schools have always been considered as key items in the application documents
- As far as our understanding goes, the Hong Kong Examinations and Assessment Authority sends questionnaires to overseas institutions to collect updated basic admission requirements. The authority will also continuously update and revise the information on the "Recognition of HKDSE Qualifications" webpage in a standardized format. Currently, there are official website links on the authority's website that provide general admission requirements for over 300 non-local higher education institutions that accept HKDSE qualifications. It is reasonable that some individual institutions are yet to update their information timely but it should not be misinterpreted as the so-called "non-recognition" of HKDSE qualifications. The latter may even be misleading and cause unnecessary concerns. The public should stay cautious. . As admission requirements vary among different institutions worldwide, students and parents should directly inquire with the institutions they intend to apply to for detailed information. However, the Association would also urge the Education Bureau and the Examination and Assessment Authority to proactively follow up with and update information for overseas institutions and communicate more with the public to avoid unnecessary misunderstandings.
The new senior secondary curriculum is the mainstream education system in Hong Kong. In recent years, despite a decrease in the number of secondary school students in Hong Kong, there are still over 50,000 candidates taking the HKDSE. Their results serve as an important qualification for most local students to enter the next stage of their lives (local higher education, overseas higher education, employment, etc.). Any biased comments and false reports regarding the recognition of HKDSE qualifications will have an impact and cause panic among students and their parents.
For young people, continuing their studies or entering the workforce after secondary school graduation is an important milestone of life. Career guidance practitioners would do their best to support students by providing impartial information on further education and employment.
Studying abroad is just one of the many possibilities for the next stage of life, and there is no correct or incorrect choice. Students and parents need to take into account various factors. Apart from meeting the admission requirements of relevant institutions, they should also consider their personal characteristics (such as independence and self-management), language (foreign language) proficiency, family financial conditions, and the recognition of their qualifications (academic and professional) after completing their degree. It is hoped that students will engage in serious and thorough thinking when considering studying abroad.
